Coastal sage burns, and the Peninsula is wrapped in it
The Peninsula does not look like fire country until the wind turns. Its canyons and bluffs hold the largest block of natural coastal sage scrub left in this part of the county, most of it inside the Palos Verdes Nature Preserve, pressed directly against backyard fences from Portuguese Bend to the switchbacks above Palos Verdes Drive South.
In August 2009, a brush fire moved through Portuguese Bend and into Rolling Hills, burning roughly 230 acres in a single evening. More than a thousand residents were evacuated. No homes were destroyed, and firefighters credited two things: a relentless aircraft attack, and the properties where owners had already done brush clearance and planted fire-resistant vegetation.
That is the whole argument for the first five feet. Wind-blown embers land in that band: the mulch bed, the wood gate, the dry planting against the wall. Clear it and your home stops being the easiest fuel on the street. That work is recommended now; it is not a statewide Zone 0 mandate.

The Board of Forestry emergency filing was withdrawn on September 8, 2026. A 2023 Peninsula flyer that said Zone 0 enforcement begins in 2024 under AB 3074 is not current law. A February 18, 2025 LA County BOS notice still said AB 3074 implementation requirements “have not been defined.”
Harden the first five feet
Palos Verdes Estates records that LACoFD recommends 0–5 ft free of dead vegetation as practice, while 2023 fire-code sections are what is actually enforced. Clearing that band is recommended now.
Vents, cushions, trash cans
Ember-resistant vents are the highest-value upgrade you can make today. Outdoor cushions and trash or recycling containers in the first five feet are recommended now, not a cited local mandate.

Rancho Palos Verdes, Rolling Hills, and Rolling Hills Estates sit within the County Fire District, and Palos Verdes Estates has contracted with County Fire since 1986. The Peninsula is coastal. Does the fire hazard designation really apply here?
Yes. The Peninsula's canyons and bluffs are covered in coastal sage scrub, which burns readily in dry, windy conditions. All four Peninsula cities adopted updated CAL FIRE Fire Hazard Severity Zone maps in 2025, and the maps include Very High zones on the Peninsula. Check your parcel on the CAL FIRE viewer rather than assuming.
My home borders the Palos Verdes Nature Preserve. Does that change anything?
It raises the stakes. Homes on the preserve edge sit directly against the largest block of natural coastal sage scrub left on the Peninsula. The 0-5 ft ember-resistant zone matters most exactly where structures meet open habitat, and preserve-edge streets in Portuguese Bend were among those evacuated in the August 2009 fire.
